to concur in the
view taken by Vice Admiral Sir Henry Keppel and the Governor Sir Richard
Mas Donnell

but principally on the ground that reasonable security for the Life and Property of
the honest Native
has not been provided,
my Lords refect that they
are unable to concur
at the present time in
Her Majesty
recommending
to call upon
Government to
the Chinese Government
to ipure a Rorlamation forbidding the carrying
